The design shear resistance of a connection is calculated according to EN 1993-1-8 Art 6.2.2.
As it is described in EN 1993-1-8 Art 6.2.2 (2), the contribution of each bolt is dependent on the fact, whether the bolt should resist the tension or not. Each bolt contributes with:

The final design shear force resistance of a joint Vz,Rd is taken as minimum of design shear force resistance and the design bearing resistance of a joint.
