According to EN 1993-1-8 Article 5.2.2 a joint may be classified as rigid, nominally pinned or semi-rigid according to its rotational stiffness ,by comparing its initial rotational stiffness Sj,ini with the classification boundaries.
Classification boundaries for joints other than column bases are given by 5.2.2.5 (1) and Figure 5.4.
If Sj,ini >= Sj,rigid, the connection is rigid.
If Sj,ini <= Sj,pinned, the connection is classified as nominally pinned.
If Sj,ini<Sj,rigid and Sj,ini>Sj,pinned, the connection is classified as semi-rigid.

Classification for column base joints is given by 5.2.2.5 (2).
Relative slenderness λ0,rel = λrel is given by EN 1993-1-1 Article 6.3.1.3 (1) :

The column base connection is classified directly as Nominally pinned in case the design bending moment is equal to zero.
